Cook Islands Marks Key Step Forward at ISA’s 30th Council Session

The Cook Islands continues to demonstrate leadership in global seabed minerals governance, with Acting Seabed Minerals Commissioner Beverly Stacey-Ataera participating in the 30th Session – Part II of the International Seabed Authority (ISA) Council, held from July 7 to 18, 2025.

This latest session marked a pivotal moment as delegates made substantial progress reviewing the revised draft Exploitation Regulations, a key step towards establishing an international legal framework for deep-sea mineral activities in areas beyond national jurisdiction.

To support more inclusive and effective negotiations, ISA Council President Juan José González Mijares introduced new facilitation methods, allowing for more streamlined discussions and broader participation by member states.

“The progress we’ve made thus far has been a success,” said Mrs. Stacey-Ataera. “We remain firmly committed to a regulatory regime that is grounded in scientific evidence, fairness, and transparency. As Pacific peoples, our connection to the ocean compels us to lead with care and responsibility.”
