The Permanent Representative of Mexico Presents Credentials to the Secretary-General of the International Seabed Authority

His Excellency Roberto Canseco-Martínez, Ambassador of the United Mexican States to Jamaica, presented his credentials to Ms. Leticia Carvalho, Secretary-General of the International Seabed Authority (ISA), as the Permanent Representative of Mexico to the ISA during a ceremony held in Kingston, Jamaica, on October 16, 2025.

Ambassador Canseco-Martínez is a distinguished career diplomat with more than four decades of service in the Mexican Ministry of Foreign Affairs, which he joined in 1981. He entered the Mexican Foreign Service in 1986. He holds a Bachelor’s degree in Law from the National Autonomous University of Mexico and pursued graduate studies in American law at the University of Houston. Throughout his diplomatic career, he has served in a wide range of positions both at headquarters and abroad, including as Consul in Charge of Mexico’s Career Consulates in Del Rio, Texas, and Tecún Umán, Guatemala, Deputy Head of Mission at the Embassy of Mexico in Ecuador, where he also served twice as Chargé d’Affaires ad interim and Deputy Consul at Mexico’s Consulates General in Houston and San Antonio, Texas. His experience also includes service as Director of Migration Affairs, Special Affairs Adviser to the Undersecretary for Latin America and the Caribbean, and Head of Department in several regional directorates. He is fluent in English, with working knowledge of French and Portuguese.

During the ceremony, Ambassador Canseco-Martínez conveyed the strong support of the Government of Mexico for the work of the ISA and its Secretariat. He reaffirmed Mexico’s unwavering commitment to the principles and objectives of the United Nations Convention on the Law of the Sea and to the mandate of the ISA to ensure that the resources of the Area are developed and managed for the benefit of all humankind.

“Mexico attaches great importance to the effective governance of the deep seabed and to the fair and equitable participation of all States in its exploration and potential use,” Ambassador Canseco-Martínez said. “We commend the work of the ISA in developing a robust and environmentally responsible framework for the sustainable use of the resources of the Area and look forward to continuing our active engagement in this process.”

Secretary-General Carvalho welcomed Ambassador Canseco-Martínez and expressed her appreciation for Mexico’s continued support to the ISA, both as a contributor to its regular budget and through the Voluntary Trust Fund that enables members from developing countries to participate in the meetings of the Legal and Technical Commission. She also commended Mexico’s longstanding leadership in promoting the international rule of law in ocean governance and its constructive role in advancing the ongoing negotiations on the draft regulations for the exploitation of mineral resources in the Area. “Mexico has consistently demonstrated its commitment to the principles of equity, inclusivity, and sustainability that underpin the work of the Authority,” Secretary-General Carvalho said.

Both parties reaffirmed their shared commitment to promoting the peaceful, sustainable, and equitable use of ocean resources and to strengthening international cooperation in marine scientific research, environmental protection, and capacity development.
