The Permanent Representative of the People’s Republic of China Presents Credentials to the ISA

His Excellency Wang Jinfeng, Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Jamaica, presented his credentials to Ms. Leticia Carvalho, Secretary-General of the International Seabed Authority (ISA), as the Permanent Representative of China to the ISA during a ceremony held in Kingston, Jamaica, on September 30, 2025.

Ambassador Wang is a career diplomat with more than 30 years of service in the Ministry of Foreign Affairs of China. He has held a wide range of positions both at headquarters and abroad, with a particular focus on Asian affairs and ocean diplomacy. His overseas assignments have included postings at the Chinese embassies in India, Malaysia, and Indonesia, as well as at the Mission of China to ASEAN. He has also served extensively in the Department of Boundary and Ocean Affairs of the Ministry of Foreign Affairs, where he rose to the rank of Deputy Director-General and gained additional experience as Deputy General Manager of China National Nuclear Corporation Overseas Ltd.

Ambassador Wang reaffirmed China’s consistent support for the work of ISA: “China attaches great importance to international seabed affairs and practical cooperation with the ISA. In the spirit of extensive consultation and joint contribution for shared benefits, China will closely coordinate with the ISA Secretariat and other Member States to effectively implement the United Nations Convention on the Law of the Sea and actively participate in the negotiations on the draft exploitation regulations. China will continue to support and contribute to the work of ISA and promote the China-ISA Joint Training and Research Centre and other collaborative projects.”

Secretary-General Carvalho welcomed Ambassador Wang and expressed appreciation for China’s long-standing engagement with the ISA. She acknowledged China’s diligent role in ISA negotiations of the Mining Code and active initiatives, particularly in promoting technology transfer, capacity-building, and inclusive participation in deep-sea scientific research. Finally, Secretary-General Carvalho acknowledged China as the major financial contributor to ISA, sponsoring five contracts for exploration.

“My first official visit to China enabled fruitful discussions on the priority work of ISA as well as our future collaboration. I acknowledge the contributions from various organizations in China to the work of ISA, including through the ISA-China Joint Training and Research Centre. We look forward to working in partnership with the Government of China to uphold the principles enshrined in the United Nations Convention on the Law of the Sea and to effectively implement our mandate, as the custodian of the deep seabed beyond national jurisdiction,” said Secretary-General Carvalho.

Both parties emphasized the importance of strengthening cooperation to ensure that the resources of the Area are managed for the benefit of all humankind. They agreed to continue deepening collaboration in areas of shared priority, including scientific research, environmental protection, and training opportunities for developing States.
